SPMT Becomes a Threat! PPPK Disperindag Langkat Allegedly Blackmailed Head of Department, Rp. 500 Thousand Per Person

AXIALNEWS.id | A total of 36 Government Employees with Work Agreements (PPPK) of the Langkat Department of Industry and Trade (Disperindag) are reportedly threatened with not receiving their salaries if they have not paid IDR 500 thousand per person.

This alleged extortion was carried out directly by the Head of Industry and Trade with the initials IA. Dozens of ASNs from Full Time and Part Time PPPK were threatened with having to pay IDR 500 thousand to be able to get SPMT or Statement of Carrying Out Duties.

This SPMT functions as one of the mandatory requirements so that Full Time and Part Time PPPK salaries can be paid. The SPMT is declared valid/valid after being signed by the service leader (Kadis/Kaban/Kakan).

This means that if the SPMT from the Full Time and Part Time PPPK does not obtain the signature of the head of the district office, there is a risk that the salary will not be paid.

“Everyone who was inaugurated yesterday is required to complete the SPMT, as a supplement so they can get paid, and the letter must be signed by the head of the district office directly. Our letter is all ready but the problem is that Ikhsan doesn’t want to sign our SPMT,” said one PPPK Disperindag, Wednesday (14/1/2026).

“He (Head of Disperindag) wants to sign it but the condition is that each person must pay IDR 500 thousand,” he added firmly.

Still information is clear, so that the alleged extortion is not revealed to the public, the Head of Industry and Trade asked the PPPKs one by one to enter his office while carrying the SPMT file to be signed and handing over Rp. 500 thousand in cash.

“The TU (Administrative Department of Industry and Trade) person who said that, had to meet him (one by one) to ask for a signature and deposit Rp. 500 thousand in cash directly, he signed it without an intermediary (in his room),” said Narsum.

Meanwhile, the Head of the Langkat Industry and Trade Department, Ikhsan Aprija, S.STP., M.Si, confirmed that he denied the news of the alleged extortion. He emphasized that he had signed the SPMT for all full-time and part-time PPPKs.

“Where did you get the news from, sir? I have signed the SPMT,” said Ikhsan via WhatsApp message, Monday (19/1/2026).

Ikhsan also considered this news to be an act of slander that could constitute a sin.

“Whoever the person (giving the information) brings it to me to make it clear, slander is a sin. May Allah SWT reward you with goodness,” continued Ikhsan.

It was reported that the Regent of Langkat, Syah Afandin, had inaugurated 1,247 PPPK Formations for 2024 in the courtyard of the Langkat Regent’s Office, Wednesday (18/6/2025).

The inauguration is based on Langkat Regent’s Decree Number: 800.1.2.5/10/BKD/2025 concerning the Appointment of PPPK Candidates for Fiscal Year 2024. The total of 1,247 PPPK consists of 913 people in functional positions as teachers, 39 people as health workers, and 295 people filling technical staff positions.

Apart from that, 3,798 Part-Time PPPKs have also received Appointment Decrees handed over symbolically by the Regent of Langkat at Amir Hamzah T Square, Stabat, Tuesday (30/12/2025). The 3,798 Part-Time PPPKs consist of 820 health workers, 657 teachers and 2,321 technical staff.
